This discourse was delivered by the Rebbe on Shabbat Parshat Naso, 5726 (1966). The verse 'And G-d spoke all these words, saying' introduces the Ten Commandments, and the Rebbe asks what 'saying' means when the entire Jewish people were already present. Drawing on the Rashab's Maamar, the discourse explains the deep interconnection between Torah and the universe: Torah was both the blueprint of Creation and the very purpose for which it was created.
